Violations of State or Federal rules could trigger an undercover audit, known as a Covert Audit. Inspectors will not be informed that a Covert Audit has taken place until a preliminary report is issued. During a Covert Audit, a random vehicle’s emissions control system will be altered. If the inspector follows proper procedure with due care, they should be able to readily visually identify the system that has been tampered with. Penalties will be assessed against inspectors who fail a covert audit.
